NIST - National Institute of Standards and Technology
The National Institute of Standards and Technology (NIST) was founded in 1901 and now part of the U.S. Department of Commerce. NIST is one of the nation's oldest physical science laboratories. Congress established the agency to remove a major challenge to U.S. industrial competitiveness at the time—a second-rate measurement infrastructure that lagged behind the capabilities of the United Kingdom, Germany, and other economic rivals. From the smart electric power grid and electronic health records to atomic clocks, advanced nanomaterials, and computer chips, innumerable products and services rely in some way on technology, measurement, and standards provided by the National Institute of Standards and Technology. Today, NIST measurements support the smallest of technologies to the largest and most complex of human-made creations—from nanoscale devices so tiny that tens of thousands can fit on the end of a single human hair up to earthquake-resistant skyscrapers and global communication networks.

Schedule: 2 days per month, 8:30am-5:00pm, 16 hours per month.

REQUIREMENTS (duties include but are not limited to)

• Serve as consultant to NIST Management on all matters regarding occupational medicine.
• Evaluate and render opinions regarding the medical aspects of fitness-for-duty exams, pre-employment physical exams and NIST employee Federal Employee’s Compensation Act (FECA) claims arising from reported occupational injury/illness/disease; obtain and assess medical information from referral physicians to reconcile OWCP cases when requested by the NIST COR or his/her designee.
• Evaluation of health services provided by the NIST Health Unit with recommendations to the NIST Safety and Health Manager for changes in or broadening of service, as appropriate.
• Provision of consultation and advice to the NIST staff regarding occupational health concerns arising from research projects, etc.
• Provide medical and administrative support, as appropriate, to the NIST-EAP counselor in connection with the NIST-EAP (i.e., for alcohol abuse, drug abuse, emotional stress, etc.).
• As requested, serve as a member of any NIST committees that may be formed requiring the input of a physician to determine internal NIST policy.
• As requested, serve as subject matter expert to NIST community on other health issues.

QUALIFICATIONS

• Graduation with a degree of Doctor of Medicine from a U.S. or Canadian medical school listed as approved by the Council of Medical Education and Hospitals, American Medical Association in the list published for the year of the applicant's graduation; or graduation with a degree of Doctor of Medicine or equivalent degree from a medical school other than covered above (including foreign schools) provided that the physician's medical education and the medical knowledge acquired therefrom are substantially comparable and equivalent to that of graduates of approved medical schools as described above. Such comparability may be evidenced in one of the following ways:
  • Permanent and full or unrestricted license to practice medicine and surgery in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; OR
  • At least one year as an active duty commissioned medical officer in the Medical Corps of the U.S. Military Service or the U.S. Public Health Service, with the performance of unrestricted duties including the treatment of patients; OR
  • Certification in a specialty by an American Specialty Board approved by the Council on Medical Education and Hospitals of the American Medical Association; OR
  • Permanent certification by the Education Council for Foreign Medical graduates in its American Medical Qualifying Examination or having passed the full examination of the National Board of Medical Examiners.
• Must have and maintain Board Certification in Internal, Occupational, Emergency, or Preventive Medicine.
• Must have and maintain a current, permanent, and full or unrestricted license to practice medicine in the State of Maryland for the duration of the contract.
• Must have and maintain a Department of Transportation certification to perform Commercial Driver’s License medical examinations.
• Must have previous experience/skill in the use of a variety of common medical instruments/equipment, such as EKG equipment and audiometer.
• Must have the ability to interpret electrocardiograms, chest x-rays and laboratory tests.
• Must have at least one (1) full year of recent experience in clinical medicine so as to be able to assess employee medical complaints, advise as to whether action is needed and to make recommendations in time-off-from work and injury compensation cases.
